Low Performance in Lorerim on High End PC

I've set all Stability and Performance recommendations on the wiki. I have the game downloaded on a 1TB ssd with about 300gb extra. Yet my frames dip down to the Mid 50s in major cities. Is Lorerim really that intense? The difference between Ultra and Normal profiles is maybe 10 frames at best. I just couldn't imagine playing this mod list with a rig any worse than mine, here's the specs.

CPU- 13th Gen Intel(R) Core(TM) i9-13900K 3.00 GHz

RAM- 32GB
