Substitute for Technical Presentation & Oral Communication

For a major under CECS such as Computer Science, Mechanical Engineering, or Electrical Engineering, can COM1000 Introduction to Communication be a substitute for SPC1603C Fundamentals of Technical Presentation or SPC1608 Fundamentals of Oral Communication?

I am looking for answers from an upperclassman who has substituted the courses. Although all three meet the GEP requirement, I am looking to see if it meets the CECS requirement.
