Authoritarian Achievement?

Does anyone actually know how to get this achievement? I've done 3 runs so far trying to get it and each time I just get labeled "Sollist". I have a nearly complete dictator constitution, I throw both tusk and marcel in prison, I send in the army to finish off the BFF, etc.

Nothing seems to work. Would love if the devs gave some extra clarity on this one.
