PCP Refusing to give me OB/GYN Referal

Sorry if this has been asked before. My husband and I (29F) live in the northern part of Washington just south of the Canadian border. We just found out we are pregnant with our 2nd child.

We are military and moved to the area about a year ago. It took me this long to finally get in to see my PCP three weeks ago, where I was told that the OB/GYN’s were too busy and he would not refer me to them for medical care as “he could perform the same exams”. He said at that appointment that I could only receive a referral if I was pregnant.

Flash forward to now and I called the office to visit and see about a referral for the OB/GYN to receive prenatal care. Was told now that they will not refer me as the “OB/GYN’s are too busy.” They are now saying that unless I am high risk pregnancy, I will not receive a referral and the prenatal care will have to be done with the PCP.

I have called my insurance and told they are wrong and that they require me to see an OB/GYN for prenatal care.

I wished to see advice for my options. My husband and I are educating ourselves and trying to gather information before my appointment with the PCP on Thursday. Thanks!
