Property Taxes

I bought a house in April 2023. As a first time homebuyer I knew next to nothing about how property taxes worked, but the taxes were historically about 1400 a year which I arranged to pay through my mortgage company in monthly escrow payments. Now after ~20 months I receive a letter from the Philly Revenue Dept. that I owe $3k additional for 2024 and my payment for 2025 is nearly $6k. While the city website still says the balance owed is about $1,400 I can see from the property assessments that a tax abatement expired and the assessed value of the home basically doubled since 2022, which I assume is what's behind these taxes. Now I owe the city ~$9k. This is way beyond what I have budgeted for this kind of contingency and I'm feeling pretty blindsided. I could adjust to an increase in my monthly payments but the lump sum retroactive payment seems totally unreasonable. Has anyone dealt with this before. Do I have any recourse?
