PhonePe for UPI

Does anyone else get the "unable to proceed - you have exceeded the maximum number of attempts" error when linking their international number to their bank? I have a UK number correctly registered with both ICICI and Axis, but i get the same error message with each bank. The app succeeds in auto reading the incoming OTP, but then fails to send the verification text and gives the above error.
