Tons of max/floor changes?

Anyone else having issues with having LOTS of max and floor changes? I do lot's of downstock/upstock in Hardware and I've noticed the counts are 9/10 off in some way. It's definitely more max changes than floor changes with the floor count usually being right or very close but the maxes will often be double or more! Like I recently had a small section in the masonry drill bits where it wanted 3 skus down except 2 of them were full (4 on the floor for both but one had a max of about 24 and one a max of 40!) and the one I could put some down I was only able to fit 1. It seems like a majority of what ends up on our downstock list for 10, 1, and 5 o'clock is just changes and it's insane! It's honestly really frustrating considering I take the time to make sure it's all correct every time I downstock and it just never seems to end. I've had multiple occasions where I'll be fixing something that I vividly remember fixing in the past.
