Stuck in launcher loop, game won't open

Every time I launch the game from Steam and the Rivals launcher opens, I click the launch button, nothing happens for about 30 seconds to a minute, then the launcher pops back up as if I just opened it. Anti cheat doesn't run or anything -- I just get a loading symbol next to my mouse for a few seconds and then nothing. Drivers are updated, game is updated, files are verified, tried to restart PC, tried to launch as administrator, tried to disable full screen optimization, nothing has worked.

Has anyone had this issue and been able to fix?
