Please help! Small puppy laying in street divider

Edit: the street was super dangerous to cross and there was no cross walk. When calling animal control they marked the puppy down as assumed dead because I was not physically able to get to the middle of the street to check and I didn’t see breathing. They said they’d come within the next 72 hours. It’s so sad.

I was driving on del almo when I saw a small husky laying on the divider with his tongue out. He looked dead/almost dead. I’m gonna turn and head back. Who do I call if he’s alive or if he’s dead! Urgent!
