Why play Smolder?

I thought the point of Smolder was that he is weak early and grows to be one of the strongest late game ADCs. But his win rate isn't even on par with a lot of the Lane bully adcs by game length. Jhin, Cait, Jinx, and Vayne all both out scale him and are stronger in lane. He is on par with Samira's late game. He only beats out people like Ezreal and Draven.
