IRS Layoffs / Voluntary Resignation

My friend recently learned that the IRS is offering a voluntary resignation package until September. Would it be better to stay with the IRS or consider moving on? They have 15 years of experience but just started their role at the IRS earlier this month. Will there be more layoffs to follow with a less severance package?
