14900k + 5090 or 9800x3d + 5080?

My brother is upgrading his 14900k pc, and he's waiting for a 5090. Would a 9800x3d + 5080 be a better upgrade than just a 5090 + his current 14900k?

He mostly plays 4k single player games, like POE2, but also some cs2.
