PSU okay/Buying GPU used from Amazon?

What is your intended use for this build? The more details the better.
I'm just looking to upgrade my GPU--I've had my 1080 for ages and it has served me well, but I tried the Monster Hunter Wilds demo and it was not able to run it. It's been ages, so I figured it's about time for an upgrade.
If gaming, what kind of performance are you looking for? (Screen resolution, framerate, game settings)
I have 1440p 165hz for my main screen, framerate will usually take precedence over graphical quality though. Once I hit anything over 100 then I might start bumping up resolution/graphical settings depending on the game. Medium settings are usually fine with me.
What is your budget (ballpark is okay)?
In this case, I'm not looking to spend more than 500-600 USD if possible. This is a used GPU ($400), so that helps bring down the price.

My main questions are about 1) my power supply and 2) buying used from Amazon in general.
First, for the power supply, is 650W enough? I see an estimated wattage on PC Part Picker of 544W, giving me over 100W of extra wiggle room, so I'm assuming that is fine. Worst case I can look into getting a new PSU easily enough, but if I don't have to change it out I'd rather not haha.
Second, is buying a GPU used from amazon a bad thing to do? I've not done it this way before, last time I bought a card was like 8 years ago from another random person on reddit for my 1080, which has worked wonderfully up to now. Mostly just wondering if the cards tend to have an issue/lower lifespan due to being sold as used. If not, used would save me a lot of money. Alternatively, would the Sapphire 7800 XT Pulse be better? It's $80 more expensive for what looks like similar performance, but it's new (and also newer).
