Is Blue-e-bike misspriced in Boston?

Heard that in NY, there is a flat fee from one borough to another (ie $7 from queen to Manhattan, on an e-bike for Apple to Apple comparison). I just price out the same route for the e-bike and Lyft. Are they even trying to incentivize people to bike?
