Most amount of pets for t4?

So I bought some pearls today through those new heidel ball offers and I ended up buying 18 classic pets trying to get one of my pets to t4 but was not successful. (I tried two 60% chances twice and failed) so, I was wondering whats the unluckiest you all have been while trying to get t4 pets?
