GTS 2 Alexa update UK

I'm finding it hard find any information on this as Google just throws up results about the GTS2 mini getting the Alexa update. I've just got the GTR2 and it has updated to V3.1.0.4 and won't update further. There is no option to link to Amazon account in 'link accounts' so I can't see where I'm going wrong. Is it currently available in the UK?

Also, is it possible to change the date format? It is currently on MM/DD and would like to swap to DD/MM but again can't find an obvious way of doing this.
