Best builds for hunting low-tier players?

When I say hunting Low Tier players, I am not talking about IP Abuse. Otherwise db and bl are the best options I know.

Which do you think is the best weapon for low tier hunting with 1400-1500 IP sets? Carving, Prowling Staff and Great Hammer come to mind. What's on your mind?
