What character to get 99 defense?

Now, I know the stat is probably just made up bullshit but I want to have something to 'perfect' (other than rank) when learning a game. A north star of sort. It's dumb I know. A TheMainMan video showed a Victor with 99 defense, and that did something to me.. also he has a video of Alisa with 49 defense, which apparently is par for the course? So I guess Alisa is off the table.

If you can please indulge me, what characters can 'naturally' or easily get 99 defense?
