A theory I have about the Chaos Council

I think that maybe Mr. Dr. Eggman is the only one of them who’s an alternate version of Eggman and the rest of them are just separate people. I mean, that would explain a lot, like why they all exist in the same universe, why they’re all different ages, why they have different names, and why Dr. Don’t has blonde hair. Just an idea I had. What does everyone else think?
