Odd Saturn power issue

So I have an odd issue that’s started up with my Japanese Model 2 Saturn. When I turn the console off, it still seems to output a bit of video signal and powee. The TV screen flashes a blue screen for 2 seconds after I turn the console's power off and it makes some small snapping noises as well.

Would anyone know what the issue could be?
