Why does sometimes running a delicate touch (like that of a feather) along the edge of the ulnar side of the human hand trigger a tingling sensation at the tip or frenulum of the penis or genital area?

I remember when I was kid, if something like a thin piece of paper or feather was faintly passed along the length of the edge of the ulnar side of my hand (the ulnar side of the hand is the side of your hand that your pinky is on), an overwhelmingly sharp but quick tingling sensation was felt in the tip or frenulum of my penis or even my scrotal raphe, so much so, that I quickly pulled away from what ever triggered the sensation.

Has this ever happened to anyone else?

If so, why does it happen, and does it also happen to women?
