Does anyone know how the timeglass system prioritizes who to feature in each individual player's game?

I've been curious about this for a while. How does the game decide whose uploads to insert in each individual person's game? And does it have a time limit? After a certain period of time, should I expect that people will no longer be able to see my snapshot?
