Intersection engineering and designs are more complicated than they seem. This recent video demonstrates that exact complication that goes into designing intersections that accommodate many transport modes, including bike. The issue in the video is almost exact to the concerns with Hilyard and 13th here in Eugene.
The bottom line is to refrain from applying concepts in designing streets for car to those that are for bikes and pedestrians. It just doesn't work, and the result can potentially dangerous.
