How the hell do you counter perma enrage ursa?

I had the privilage of experiencing this meme build today.

I was viper and my carry was spec. (Ursa lastpick)

He had octarine aghs and euls and later bought windwaker and heart iirc. And he was just not dying. We try to silence/hex him but he either purges it or it lasts for 0.1 sec. Any window of opportunity the dmg just wasnt enough to kill him and they also had dazzle on their team.
