Scathing report finds troubling spending habits, 'poor judgment' by a host of CSCU executives

Questionable purchases included: Dry cleaning, fine dining and alcohol, car washes, chauffeured trips and sporting event tickets

"Shocking" and a "display of poor judgment:" This is how the state's chief fiscal watchdog — state Comptroller Sean Scanlon — described spending habits by numerous executives across the state's largest public college system, the Connecticut State Colleges and Universities (CSCU), including its top official, Chancellor Terrence Cheng, as well as Southern Connecticut State University Interim President Dwayne Smith.
