Repeating Shape with Variable Visibility

Barring anything completely manual - what would be the logical way in approaching the hexagons in this effect.

I initially thought a polystar hexagon that has repeaters would cover it. It sort of worked with certain areas of it like the animated stroke effect but I want to be able to reproduced some form of controlled random where certain hexes are more visible than others. This will allow me to use them as some form of matte to make varying effects but I'm not quite sure how to pull something like that off
