Lockpick RNG is broken IMO

Went to POI for a mission. Before activating it, I had Lockpick 2. I broke 6 or 7 lockpicks before getting the police car open. Had one left. Activated POI. Didn't break a single lockpick. That just doesn't seem likely. I realize random events can be quite perplexing, but it always seems it's either one extreme or the other. 1 lockpick used or half a dozen or more.
